Adminp enhancement request PMR28028,370,000

At your suggestion, I created this PMR to enhance AdminP's handling of name changes:

Problem description
In order to maintain uniformity and reduce confusion, when a name change is made we want to keep the mail file name that same as the
user's shortname. Currently, AdminP does not allow you to change the mail file name.
Proposed solution:
Provide an option during the name change process that will generate an
"Accelerated Create Replica" AdminP request and be able to type in what the new mail file name should be. From there, AdminP should function like the "Move user to new home server" process where Notes will build the new replica and when the user authenticated and switched over to the new replica, a request would be generated that would delete the old mail file.
